The process of my country's economic system reform is the process of introducing competition, standardizing competition, promoting competition, and protecting competition. At present, the coexistence of multiple ownership economies in my country's market, the common development of large and medium-sized enterprises, the accelerated integration of online and offline markets, the continuous acceleration of industrial upgrading and business innovation, and the diversity and complexity of market competition ecology have greatly increased. To better adhere to and implement the "two unshakable" and create an environment for fair competition and competitive development for various ownership economies, it is urgent to further promote the implementation of fair competition policies; it is not only to give full play to the scale advantages of large enterprises and enhance their core competitiveness, but also to protect the innovation and development space of small and medium-sized enterprises, and to promote the formation of a benign ecology for the integration and development of large and medium-sized enterprises; it not only supports platform enterprises to show their skills in leading development, creating employment and international competition, but also maintains the survival and development rights and interests of operators in the platform. It is urgent to further promote the implementation of fair competition policy.

The "Decision" clarified the key tasks for the in-depth implementation of fair competition policies, including strengthening the rigid constraints of fair competition review, strengthening anti-monopoly and anti-unfair competition, and cleaning up and abolishing various regulations and practices that hinder the national unified market and fair competition. We must deeply understand the significance of protecting and promoting fair competition, continuously improve the level of fair competition governance, and continue to optimize the market environment for fair competition.

The first is to strengthen the rigid constraints of fair competition review.In-depth implementation of the "Fair Competition Review Regulations", solidly promote the clean-up of policies and measures that hinder the unified market and fair competition, and accelerate the formulation of a list of matters to prevent improper intervention that affects fair competition. We will actively promote the inclusion of fair competition review into the assessment and evaluation contents such as the construction of a government under the rule of law and the optimization of the business environment, so as to enhance the effectiveness of supervision and norms.

The second is to focus on breaking down local protection and market segmentation.We will further promote special actions to rectify outstanding problems in local protection and market segmentation, maintain fair competition and market order, and step up efforts to standardize and rectify outstanding problems in key areas. Promote the revision or repeal of regulations and practices that restrict the free movement of businesses. Intensify the use of credit evaluation, local standards to build hidden barriers to clean up the norms of behavior.

The third is to strengthen anti-monopoly and anti-unfair competition supervision and law enforcement.Strengthen the abuse of administrative power to exclude, restrict competition anti-monopoly law enforcement. In accordance with the law, we will steadily and prudently promote the centralized review of operators in key areas, and guide and regulate investment and mergers and acquisitions. We will carry out in-depth anti-monopoly law enforcement special actions in the field of people's livelihood and anti-unfair competition "guard" special actions, investigate and deal with major monopoly and unfair competition cases in accordance with the law, and guide all kinds of business entities to compete in an orderly manner.
